Keep the tourism boats operating in the bay at a number cap(boat rentals, harbor tours, whale watching, fishing excursions) protect sea life

How about instead of a community pool at lower castaways park, make it a more useable spot such as North Star beach for access to back bay

Access to Balboa Island beaches for handicapped and seniors. Currently unless you can climb over a wall you can't get to beach.

W Balboa Blvd. should be converted from a high speed drag strip to a slow and safe neighborhood street by implementing road calming measures
